ISTAR –The Critical Enabler

The Focus of Future Defence Spending
It is no accident that the USAF has stated that 70% of future Defence spending will be spent on ISTAR capabilities. ISTAR is the foundation from which effect is delivered and will become increasingly pivotal as network enabled capabilities are fielded within the battle space. In the not too distant future, atmospheric and spaced based ISTAR will be fused and combined with powerful Air Battle Management tools providing an exponential increase in information and the ability to shorten the kill chain to seconds.  Decentralised execution will be the norm and information management (pulling not pushing information) will be essential in achieving campaign winning information superiority.

Civilian ISTAR
ISTAR is increasingly relevant to the civilian world. Anti terrorism, counter narcotics, illegal immigration, border security, and routine police operations all require layered ISTAR and exploitation to deliver effect. The principals behind ISTAR are the same, be it on the battlefield or in an urban environment.

A Wide Spectrum of Experience
Inzpire has recent and relevant experience in all the key ISTAR disciplines. Our personnel have been at the sharp end of Electronic Warfare; have been Airborne Battle Managers in Command and Control Platforms; have experience of the latest ISTAR assets such as ASTOR and REAPER; have an understanding of the exploitation of Space based ISTAR and have experience of ISTAR in the Maritime and Land environments (especially Air/Land integration).  All have extensive experience of ISTAR operations in combat theatres.  

Areas of Particular Expertise
Inzpire staff have expertise in the following specific areas:

• Intelligence collection: SIGINT, ELINT, MASINT and IMINT.
• ISTAR sensors such as Advanced Optical and Infra-red devices, Pulse and Pulse Doppler Search Radar, Maritime Surface Search Radars, SAR and GMTI.
• Intelligence and Network Enabled systems such as the Intelligence Broadcast Service and Network Centric Collaborative Targeting technology.
• ESM, ECM and ECCM systems including advanced EW systems.
• C4 of complex military battle spaces and the challenge of achieving the Commander’s Intent through real-time execution of the ATO.
• Enabling the targeting of TSTs, TCTs and fleeting targets through the effective application of ISTAR.
• Communications from FM through SATCOM to HF including the latest Software Definable Radios.
• Information Management from source to user.
• Tactical datalinks (both present and proposed).
• Air Battle Management messages including ROE, ATO, ACO, SPINS and targeting cycles.
• Knowledge of ongoing MoD projects such as EAGLE, REAPERS, SEER, PICASSO, AZTEC/CORTEZ, DABINETT, SOOTHSAYER, HELIX, SHAMEN, LISTENER, TIGERSHARK, ROVER and many others.
