The Capability Evaluation, known as CAPEVAL, saw over 1000 personnel taking part from start to finish. Mark was involved throughout the entire process; from planning and rehearsing the evaluation to conducting CAPEVAL itself – a process which has lasted several years.
Between 5 and 11 March, 600 military personnel undertook the evaluation at RAF Leeming to assess the RAF’s ability to support NATO. The Exercise tested the RAF’s ability to cope with a range of threats from Air Policing to full warfighting.
Mark
was originally involved with CAPEVAL in his regular RAF role as OC Operational
Training Centre (OTC) at RAF Leeming 2014 - 2016. Within this posting, one
of Mark’s duties was as the UK Tactical Evaluation (TACEVAL) National
Representative to NATO, where he had responsibility for planning and
coordinating UK participation on and support to the NATO TACEVAL programme.
Within
his time as OC OTC, Mark completed the NATO TACEVAL Evaluator course
at the NATO school in Oberamergau in Southern Germany in 2015 and
became a Fully Qualified NATO Evaluator at the Spanish CAPEVAL in Moron in September
2016.
Mark
has been a Reservist since leaving the RAF in Jan 2017. He currently
serves with 616 (South Yorkshire ) RAuxAF Sqn, where his role is as
a C2 / ISR / Space SME - mirroring his full-time job with Inzpire.
Mark
has supported the CAPEVAL preparation since the RAF began to train 135 Expeditionary
Air Wing in November 2018 for participation in the evaluation. Since then,
Inzpire have supported Mark enabling him to contribute 8 weeks of
Reservist time to preparation and training for 135 EAW. Mark supported Exercise
AGILE EAGLE in both November 2018 and November 2019. These were command
level training exercises for 135 EAW command and HQ personnel. Within these
exercises, Mark provided lessons and briefings on NATO procedures and mentored
the Command Element which included OC 135 EAW. In addition, Mark is a member
of the CAPEVAL Advisory Team within the OTC, known as the CATs. Within
this role has provided advice, guidance, and support throughout the CAPEVAL
process.
In
March 19, Mark was a member of the NATO TACEVAL Evaluation team which
conducted a major practice event on 135 EAW. This event was assessed as if it
is a real CAPEVAL, with feedback and guidance given on areas requiring improvement
and on areas where EAW performed well – essentially like a mock exam. During
this major event, Mark qualified as an Area Chief with responsibility for
overseeing a number of NATO Evaluators within his specialist area of Command
and Control.
Immediately
before the CAPEVAL took place, Mark acted as an instructor and mentor on the
Mission Rehearsal Exercise in February. Finally, Mark was a member of
the NATO TACEVAL Evaluation team which conducted the NATO CAPEVAL
itself on 135 EAW in March. Within this, Mark was appointed as the Area
Chief responsible for assessing 135 EAW's Wing Operations Centre. As
such Mark led the team of NATO personnel conducting the evaluation of the Head
Quarters element of the entire EAW.
Well done to one of Inzpire’s own for having such an integral part – from start to finish – in a hugely important exercise for the RAF.
